FIXED ROUTE/DEVIATED FIXED ROUTE SERVICE

If your origin or destination is within ¼ mile of the fixed-route area you will berequired to ride the fixed-route.  If you live within ¼ mile and feel that there is a barrier that would prevent you from getting to a fixed route stop or from being able to ride the fixed-route bus, you can apply for a fixed-route deviation.  Only riders who complete the application process and are deemed eligible by STAR based on the application will be given fixed-route deviations.  Please see the Application Process for Fixed-Route Deviations in this guide (page 8).

 

SERVICE HOURS

Fixed Route Service

The fixed route operates Monday through Friday from 7:00 a.m.until 6:00 p.m.   The last pickup of the day will be at WesternWyomingCommunity Collegeat 6:00 p.m.  The fixed route does not run on weekends or holidays.  Closures will be posted on buses two weeks prior to the date of closure.  If you have been deemed eligible and wish to schedule a fixed route deviation, you must call up to one hour in advance and deviations will be on a first call-first serve basis.  Please read about our deviated fixed-route service on page 8 of this guide.

Transfers-from one fixed route to another, or from door-to-door to fixed route at the transfer station is free.  However, from fixed route to door-to-door is an additional $1.00.

PLEASE NOTE: Children under 10 are not allowed to ride the bus alone.

 

HOW TO RIDE THE FIXED ROUTE SYSTEM

 

  1.  Obtain a Schedule and Choose Your Route.

 Check the Directory and find your stop.

                                                                    

  1. Wait at a designated Bus Stop. 

     Be sure you are at the stop and can be easily seen by the

     driver.

 

  1. Board the Bus.

Wait for passengers to exit and then make sure you are getting on the correct bus.  If you are unsure, please ask the driver.  The drivers will be happy to help you.

 

  1. Pay your Fare

Drivers do not carry change, so you must have the correct amount of fare.  If you have a pass, it must be presented to the driver each time you board.

 

  1. Enjoy the Ride!

 

6.  Getting off the Bus

Pull the signal cord or tell the driver about one block before the stop where you want to disembark in order to give the driver plenty of warning.  Make sure to take all of your belongings with you.  STAR is not responsible for any personal items left on the bus.  If you need a transfer ticket, ask the driver before you get off of the bus.  Transfer tickets are good for transferring from one bus to the next to your final destination during that hour.  Transfer tickets are not valid after spending time at the transfer station.  After you get off of the bus, do not walk in front of the bus.  Wait for it to leave the stop. 

 

  1.  The bus will not stop at the bus stops unless passengers are

  clearly visible or have asked to disembark the bus.

If you are catching the bus at the Green River Park & Ride or the Rock Springs Transfer Station and your final destination if within the route system you do not have to call 24 hours in advance.  However, if you need a ride from your home or your final destination is outside the route system, 24 hours advance notice is required.  If you have questions, please call before you ride.

GENERAL RIDERSHIP POLICIES

STAR has established the following general ridership policies for both the fixed route and the door-to-door service.

  • If a passenger uses oxygen, the tank must be portable, i.e., the passenger must be able to carry the tank into the vehicle themselves. If the passenger is in a wheelchair,

the tank must be attached to the wheelchair. Once onboard, the portable oxygen tank must ride in a secure location, for example, in the passenger’s lap, in front of the passenger on the floor between seats, or on the floor behind the modesty panel.

  • Child restraints must be used. 
  • Parents with infants must bring their own infant car seat and secure the infant while on the vehicle.
  • Strollers, grocery carts and walkers must be folded and stored out of the aisles.
  • Children may not remain in strollers during vehicle movement.
  • All passengers using a wheelchair or scooter must use the restraint system that is available to secure the wheelchair or scooter to the floor of the vehicle.
  • The number of packages a passenger can have along is limited to the number of packages that the passenger can carry onto the bus in one trip, no more than 4 large grocery bags, and no more than 50 lbs.  Customers with more than these amounts will not be permitted on the bus and all groceries must be secured.
  • Large items such as furniture, etc. are not permitted on STAR busses.

RIGHT TO REFUSE SERVICE

STAR reserves the right to refuse service to anyone.  Inappropriate behavior, language, or conduct toward any passenger or STAR employee will not be tolerated.  Please refer to the Rider’s Code of Conduct in the General Rider’s Policy Guide as to what is expected from riders on the fixed route.

DEVIATED FIXED ROUTE SERVICE

If you have a barrier that you feel prevents you from getting to a fixed route bus stop or riding the fixed route, you may be eligible for a fixed-route deviation.  A fixed route deviation is a ride that is still on the fixed route, but the bus will deviate off of its normal route and pick you up at your house and drop you off at your destination rather than at the bus stop.  This is similar to the door-to-door service but you will be riding the route because you live within the route area.  However,

please note that disability, age, and/or distance to and from a bus stop DO NOT, by themselves, qualify a person for a fixed-route deviation.  Inconvenience and/or comfort ARE NOTa basis for qualification.In order to be eligible for this service, you must fill out paperwork about yourself and your barrier and your physician must also complete paperwork regarding your barrier.  You will not be eligible for this service unless STAR approves your completed application. Please see the next section regarding the application process for fixed route deviations.

 

APPLICATION PROCESS FOR FIXED-ROUTE DEVIATIONS

Any individual wishing to apply for ADAfixed-route deviated service based on a barrier may pick up an application at the STAR Transit office at 1471 Dewar Drive, Suite 247, Rock Springs; or call

307-382-7827or 307-875-7827 to obtain an application by mail. Under the ADA, the standard for determining eligibility is not whether a disabling condition exists, but whether (or under what circumstances) the applicant’s disabling condition prevents them from using the regular fixed-route bus service. In some cases, eligibility is established for certain circumstances only.   Please note that disability, age, and/or distance to and from a bus stop DO NOT, by themselves, qualify a person for a fixed-route deviation.  Inconvenience and/or comfort ARE NOT a basis for qualification.

WHAT DO I HAVE TO PROVIDE IN MY APPLICATION?

To be considered for a fixed-route deviation, you will be required to complete a Certification Application and have a professional complete the Professional Verification.  Both the Certification Application and the Professional Verification are to be returned to STAR Transit before an eligibility determination will be made. 

STAR will provide you with a deviation for five consecutive working days after you have received your packet of information to be completed.  After five days, if you have not completed and returned the forms to STAR, you will not be able to have a deviation until you return the completed forms.  Please note that you may still ride the fixed-route, you will just not be able to have a deviation.  This policy is in place to be sure that applicants have paperwork completed in a timely manner.  STAR realizes that the Professional Verification portion that your professional has to complete and return to you can sometimes take more time.  If you have returned at least the Certification Application portion back to STAR and STAR feels you are making a reasonable effort to obtain the Professional Verification, you may be able to schedule a deviation for an extended time, but not to exceed another 5 consecutive working days from the point STAR received your Certification Application.  In other words, you would be able to have deviations for a maximum of ten consecutive working days without completed paperwork in place.  After that time, you will be required to have all paperwork in for STAR to evaluate before you can have any more deviations. 

 

An eligibility determination will be made and you will be notified in writing, within 21 calendar days after the completed application has been received.  If STAR has all of the paperwork completed, you may have fixed-route deviations until the time that STAR has either deemed you eligible for deviations or ineligible for deviations.

DIFFERENT TYPES OF ELIGIBILITY

Those riders who are determined to be eligible for a fixed route deviation will be given one of the following types of eligibility based on functional capabilities and professional recommendations. 

 

  • FULL ELIGIBILITY

There will be no restrictions to deviations.  If you schedule a ride within the fixed-route area you will have a deviation.

 

  • TEMPORARY ELIGIBILITY

Deviations will be provided but will be on a temporary basis.  For example, if you have a broken leg and cannotget to thestop, you may be given temporary eligibility until your injury no longer prevents you from getting to the stop.

 

  • CONDITIONAL ELIGIBILITY

Deviations will be provided for certain trips only.  For example, STAR may allow you a deviation at your house because the sidewalk leading to the stop is very icy on certain days, but may not allow a deviation there when the ice is not present.

 

Please note that the above are for example only and that specific types of eligibility rulings are on a case by case basis.

 

HOW LONG DOES MY ELIGIBILITY LAST?

Eligibility will be valid for a minimum of 90 calendar days (depending on eligibility criterion) and a maximum of three years.  Recertification is required every 3 years (or sooner if the eligibility period was less than three years).  If you are dissatisfied with your eligibility determination, you may appeal within 60 calendar days of the date of the letter notifying you of your eligibility status. Please review the section on how to file an appeal later in this document.

VISITORS

Visitors from out of town who are certified ADA-eligible by another transit provider may use the fixed route deviated service for up to 21 calendar days in a 12 month period without going through the application process. STAR Transit may request proof of certification by another transit provider. Please call 307-382-7827 if you have been certified by another transit provider.  

APPEALS PROCESS – ELIGIBILITY DETERMINATION

You may appeal your ADAeligibility determination within 60 calendar days of receipt of your denial letter. In accordance with the ADA, STAR allows two appeals.

 

FIRST APPEAL

Your request must be in writing and must describe why you disagree with the determination. A first appeal is decided by the Transit Director. A written decision will be made within 30 calendar days after receiving the written request for an appeal.

 

 

SECOND APPEAL

Your request must be in writing and describe why you disagree with the appeal decision. The second and final appeal is decided by an Appeal Committee. STAR will notify you of the date and time of the Appeal Committee meeting and you may be present. A written decision will be issued within 30 calendar days of the written second request of appeal.

After many years of requests, STAR was excited to be able to offer our passengers fixed-route service starting in September, 2009. Before the fixed route, STAR only provided door-to-door service, which meant having to call at least 24 hours in advance to schedule your ride and you had to pay $2.00 per ride, while the fixed route is only $1.00/ride (except for fixed route deviations).  We hope you enjoy this new and exciting service.  Schedules can be obtained at our office or on our website and if you have any questions, please call the STAR office.
